I have had good luck with kerosene as a lubricant in copper. I would not try to use a small carbide end mill for the holes, It will probably snap and then you will have to start over with new material. Bright finish HSS drills seem to work well in this application, with kerosene lube. Drills with polished flutes will help get the chips out.
